Afghanistan was too dependent on foreign assistancs. The whole afghanistan adventure, from the native countries and so on, has cost trillions. 90 some % of that was ain the western military, and then a few more % for the afgan military. It wasn't that much for development and humanitarian aid. Still, billions for the development sector,. which meant that 70, 80% of teachers, nurses, doctors, water engineers, you know, garbage collectors, the whole public sector was on the roll of the world bank and of development donus.
