The idea that the emperor is divine starts out soon after the death of Julius Caesar. The good emperors were understood to have been divinized and the wretched ones, like Caligula, you ain't going to be voted to be a god. But among the masses, it appears to have been widely believed that in fact this person is a divine being who is here to help us. This emperor cult, as it's called, became very popular in parts of the Roman Empire.
