Why Education Funding Decreases?

The claim that education funding decreases because the rich want us just to be stupid is wrong. Education spending per student in the US has increased 145% since 1970, according to Department of Education statistics. If I wanted people to be stupid, I would force them into these institutions, not try to take them out and risk that they might spend their time actually learning something worthwhile.
