Medicare Advantage - What's Different in the 80s and 90s?
In the 80s and 90s, what the plans were doing in the absence of risk adjustment is they were just skimming the healthy. Back then, you didn't have good measures, good metrics, good data. Now we have much better metrics, much better data and so it's this whole kind of data interoperability that has been a big change. And actually, fee for service Medicare needs much better incentives.
