Pepper: The immediate thing that struck me was how seriously they were taking it given of course the Horn of Africa has no stranger to conflict. They interrupted meetings that had been pre-planned with other foreign ministers and he and Anthony Blinken the US Secretary of State sort of scrambled a statement together. And then of course James Cleverley carried on his specific tour until it reached a point where I think he realized that evacuations were going to have to happen, Pepper says.
