op vault proposal is more specific and i think it's easier for people to see a straight line from that proposal to actually use cases that gain market traction. I'm not sure if you can get the same behavior from outvault or prefab V8 verify with those two opcodes because there is some special logic around supporting immediate revolts during unvaults and things like that.
