The Rise of the Welfare State
People most likely to be living in poverty are working-age adults who live in social rent accommodation. Women have been at higher risk of poverty than men in the UK, certainly since the inception of the welfare state. You've also got a prevalence of poverty amongst Pakistani Bangladeshi and black African and black Caribbean communities.
