The demand is always for means testing. Hey, we can't give the subsidy to people who have a lot of money. We have to make sure you got to be really poor to get it. Most white Americans own their home; most black and Latinx Americans are renters. So it's really hard to think of a better social policy for amplifying our economic and racial inequality.
