Is Putin a War Crimes Court?
The worry is that it will do very little to disincentivize him from prolonging the war, quite the reverse. It makes it difficult for Ukraine to negotiate with Vladimir Putin or further to be some sort of diplomatic conference in which Putin is treated as an equal negotiating partner. They may be even more determined to win the war, or at least very, very determined not to be arrested.
