PIP is in an odd position because a lot of people say, why can't we add this to PIP? Because PIP should be the thing to do. But speaking as a PIP maintainer, I'm not even sure if that's what PIPshould be doing. We've got a lot of legacy code in PIP. It will be a big disruptive change to use as a Pip to our workflow. Some of these things will take a long time and so we're going to start with the first step.
