The state has definitely not gone away. And we see in china's case, the state has actually used these tools, or is using these tools, to further cement its control. I mean, africa is a place where they are putting severe resources into correct one very rough estimate is that waway has built about 70 % of the four g networks across africa. Those types of activities have this longer set of consequences, because if you're a country with very limited resources, it's pretty easy to get locked into thing like that.
