Soil's ability to hold water is 800 % more than all the rivers on the planet put together. Water should be in the soil, not any where else. The whole idea of modern irrigation itself is a very half baked idea. If you dig with your finger, not with some pickaxe, just with his finger, in any season, it will be damp. That's how soil should be.
