Before price controls and rationing, inflation was rising by more than 20%. But once they were put in place, prices stabilized. The percentage of protein consumed ut went up higher for the bottom proportion of the population than the top. Those at the bottom were eating more meat than they had been before the war. And ultimately, it worked. O pa means low production. Low production means black markets. Black markets mean needlessly high prices.
