The Roman treasury would take base metals and insert them into the coinage. The denari started out as 95% pure silver in like, you know, 30 BC. By the end of the Empire it was mostly copper and tin and iron and lead. They just filled it with all this shit they didn't need because they were debasing at such a rapid pace.
