Is It Ineligible Upon the Congress to Do Something About This?

There's estimates of forty six million americans owning digital assets to day. The bill doesn't contemplate that there would be any penalties to start with. And i think the idea would be that till people are aware whether they are actually a security or whether their commodity,  the regulators would not be giving them fines or bringing enforcement actions against them.
