Beethoven wrote a sonata form slow movement, but it isn't very slow. Many conductors in the past conducted it at this tempo. But Beethoven's metronome marking is actually quite fast. The first theme is a little bit of a fugue. Fugues had been used in symphonies before many times - especially by Haydn and Mozart.
