The Chicken and Egg Problem

There are problems that cannot be solved without further advancing technology and statistical methods. How, how do we keep that in check? That's a big question. I think that reformalizing some of the decision making so that it's not sort of hidden in bureaucratic processes would be a good start. What was most lacking in Afghanistan were the most primitive qualities with there was no lack of cutting edge technology.
