Does Japan Have a Problem With Food Sufficiency?

Japan's food self-sufficiency rate on the basis of calories intake is very low. It currently stands at 36%. Do you know if that's convincing people to switch from actual meat? I can only say that there has been an increase in those type of products, particularly in Japanese supermarkets.
