Two brothers lived next door to the murder scene where someone will have been hacking at these two people. However, it didn't work either of them, even though they were just in the next apartment. The thing that did work the brothers was groaning noises two hours later and those groaning noises will have just been coming from Joseph Marsia because his wife was already dead. So obviously police had no real evidence to say that Andrew did this, it was all just kind of suspicion around him and so they couldn't really arrest him.
