At this point, no. Republicans have generally said that these complaints about the Supreme Court are mostly geared towards the more conservative justices. The court has also never acknowledged that Congress has a constitutional right to impose any sorts of ethical requirements on them. So even if this legislation were to go forward, it's not clear that the Supreme Court would necessarily accept it as something that's binding on them.
