The Son of Kish Is Also Among the Prophets
Saul's uncle asked him what Samuel had told him, but he didn't tell him. He doesn't go to Gilgow as instructed and instead meets prophets in Gibbia. The Spirit of God comes upon Saul when he meets these prophets. This is consistent with what the Spirit of God does in the period of the Book of Judges before Samuel was born. It's a lot like Samson. With Samson always obedient to the Lord, hardly ever.
