Fred and Rose wanted to transform the entire upstairs area into a brothel. The lower section where the kids lived in the former torture and kill seller was sectioned off with an iron gate. It's unknown how many young women Fred and Rose killed if any Seeing as how they converted their torture and kill room into holding cells for their six remaining children.
