Juries emerged largely in England following the abolition of ordeals with the Lassian Council in 1215. In a very religious society, swearing oath was something you wouldn't do lightly. There was almost always a sense that the lowest classes couldn't be trusted to tell the truth on an oath. And so they tended to be put through all deals.
