The Black Sea ports and Odessa have been routes for smuggling since the late 18th century. One NGO has called Europe's strongest transnational criminal ecosystem, consisting of mobs both in Ukraine and Russia. The war between those two countries has really hit that ecosystem with the force of an earthquake.

Criminal networks have had to reorganise since Russia’s invasion of Ukraine, with knock-on effects from Afghanistan to the Andes.
