The Importance of Baseline Rules in Cyberspace

I don't think that these agreements are going to do anything other than then highlight the issue they don't really cause it to stop. There is a demonstrated interest in for every country to have some kind of baseline rules of the road for how stuff goes in cyberspace. Right now there's just too much talking out of out of both sides of people's mouths on when when states approach these norm conversations. I think until we get a situation where you know your definition of of norms and rules where the US or the Chinese or the Russian vision of norms andrules whether when that captures the stuff that they do well and that they benefit from that's when you'll start to see these norm agreements
