Before 2008, the debt level in China was modest and not growing very fast. The reason they used bank loans is back then and today, all the major banks in China are controlled by the Communist Party. We've actually seen privately-owned companies deleveraging in China. But because it's highly concentrated in a relatively small number of state-owned companies, the Chinese government doesn't have to resort to monetary policy that hurts every company.
