Since assuming office, Representative Phillips has made 150 trades involving tech companies or banks. He's on the House Ethics Committee which is supposed to enforce that 2012 Stock Act. Some proposals ban Congress people from engaging with the market at all while they're in office. Other proposals would require blind trusts like the one that Phillips uses.
