Quarkus Dev: A Multi-Project Architecture

Quarkus Dev is a set of tools that let you run multiple apps in the same project. It's not really a separate project it's multiple different modules of the same management projects. You can have same modules that don't depend on the web server or other things they don't need. Just it's a bit weird to like open the web server port if you're not really using it.
