The conspiracy of Kailan shines a light on late 7th century BC Athens as the setting of volatile conflict between local family-based elites. Although the coup was unsuccessful, it is the first sign of trouble in Athens. This situation thus more or less directly led to the areaopagus appointing Draco as Thestimothatase, or extraordinary legislator, to draft a new body of laws In 622 or 621 BC. These laws, called Thesmoi, that Draco laid down were the first written constitution of Athens.
