He says there was a stark contrast between what he saw in the public facing press release and the actual charges. The so-called "police stations" are not illegal, but they do more than law enforcement to help citizens abroad file paperwork such as drivers license applications,. They were often labeled with signs out front; people were given awards and had opening ceremonies.
