Manchester City and the Premier League are about to go through different processes. It is in fact the Premier League going through its own process for deciding whether or not to enforce FFP rules. That is an appealable process, but the appeal goes to an appeals panel appointed by the Premier League. But fundamentally, this is all in house, right? There is no outside arbiter here that really is ever going.
