How Do You Make Up the Rules of the World?

When I'm doing my own universe, I have to make up all of the rules. Some of it was that I actually wanted the complication of the time lag. The other is that my experience from writing fantasy where I am making up the rules is that it's not easier. It means in some cases that things are quite tricky to engineer the story.
