The Importance of People in DevOps

I'm yet to find two teams, two organizations that resemble to each other in terms of how they see DevOps. My theory is that it became popular because nobody knows what it really is. And then it's kind of almost like a race. Who's gonna be the first one to put DevOps on top of the door of their office? I might flip process and people, but tooling always comes last.
