Bonaparte wanted a display of power and splendor that would instil the regime with gravitas. He wanted to dazzle the world and overpower the people with spectacle, not implore them to support the regime. The allusions to charlemagne and ancient rome were mostly superficial. Bonaparte was signalling that he hoped to bring europe out of this period of constant great power competition by building an order built on french power.
