The Negative Consequences of Measuring
The system of metrics is sometimes set up in a way that encourages or even requires this kind of gaming behavior. There are scores and scores of them because hospitals and doctors are remunerated on the basis of standardized codes for each condition. So measure, I'm not against all measurement. But there are these predictable kinds of unintended negative consequences that often come with performance metrics.
