I don't think he's also talking about the fact that in 2019, they agreed on an election that was clearly rigged, that there was not reflecting what the Congolese wanted. So I'm really kind of wondering, did they learn from those political choices they've made that created condition for bad governance that today they're coming to say, you know, we are against bad governance?
