If i give you a nobel prize or some kind of price for making some kind of innovation, hat doesn't increase the cost to the public at large. So sure, you want to have prizes that are built into the system, but they are not going to be able to replace the patent. The second guy patents his cause there's enough distance between it and the first guy, and he can then make a bloody fortune,. whereas the first guy won't make anything. But in the early nineties, what happened is they were trying to figure out the rules associated with the question of when is you could put copyrights into a pool by the patents into one to another.
