What's the State of the Free Navigation of Waters?

The Chinese are getting more and more belligerent every day as they expand. They're already bumping into our planes, trying to shoot down australian biplanes with lazers. And what they're doing is they're testing us. The more aggressive they get, the less responsive we can be. So that's why we have to respond - because if we don't respond, they just get worse.
