The concept of an algorithm is really one that we use for the study of computation, and getting so caught up in what is or isn't algorithm doesn't make sense. Deutsch: "Unlike any functionality that has ever been programmed to date, this one can be achieved neither by specification nor by a test of outputs" The entire game together isn't an algorithm because it has no inputs and Outputs - ultimately it's trying to work towards some goal.
