TensorFlow: The Future of Open Source
Google has a big portfolio of projects that they're just really all over the spectrum in terms of size and complexity and quality. Some are developed internally and then released as a whole to the community, like TensorFlow which is now an open source project. Others are developed from much, much earlier in their development process - maybe something as simple as a design doc. So I think all of these are okay to do as long as we're upfront about what user users should expect from a given project. And it's not to say that anyone's either one is better or worse. It's just that to be fair to the user, we should try to be more transparent about that.
