Is There a Path to Inter-Divisional Research Institutes?

i would love to see some universities without any departments at all. Students could design their own courses of study. People could be hired and promoted by adhock committees with different kinds of people. This is a clear way, i think, that you snap up a bunch of really great people who are going to change the world. But i'm never going to be a university administrator so this might not ever happen,.
