They started importing natural gas from china and elsewhere. And what happened as a result of importing those sources of energy from elsewhere is that the price of energy went up. Some people suffered significant consequences was a result of cutting back on their energy usage. The researchers found that the increase in mortality from cold temperatures was mainly due to cardio vascular disease.
