Putin thought that the reforms had done what they were supposed to. The system of oversight was not working, and he believed it would all happen as he expected it to happen. And one has to ask, you know, were the counterintelligence people from the FSB who were supposed to watch over the military counterintelligence? Were they telling him what they should have been telling him about the weaknesses of the armed forces? No, they weren't.
