Bob Frank points out that this is the strategy of mutually assured self-destruction, I mean mutually assured destruction. If Americans commit to launching a nuclear missile attack on Russia, then that serves as a motivator for Russia not to do it. And what Frank does really nicely is show how the emotions play the role of this motivating factor. What is going to get us? It's hard to get us to go against our short-term self-interest. So having an emotion, that feeling of just outrage,. that feeling of this will not stand, now, it misfires.
