Parsevella and the EPA Hacker-Setting Section

There's one kind of out there theory that fits. Section could be a consortium of power players from various different agencies, including the EPA. I know track requests for a similar film to a hacker-setting section as an interested party. This particular hacker was embedded high up in the 1990s. They were both looking for an unnamed film. Apparently everyone who sees it goes insane, like, kill your entire family and then yourself with a serrated kitchen knife insane. It's allegedly said in the Pacific Northwest, loss of trees, truly deep, conspiracy stuff.
