It is difficult to know what is fact and fiction. Some people might say this is rationalize in what's happened, or take the fun out of the extreme stories. People like to believe the stories because on some levels they are entertaining. On another level, they're also horrifying, because these are things that happened to real people. This was an autocratic regime, and living under this regime must have been terrifying. So i think you have people who are fearful and afraid on multiple levels,. Both the populace and the senate, but also the emperor. I think he might have been very scared as well.
