In an odd way, it's kind of both. It's happening in b l m global network, i should say, it's hard to defend. I don't even imagine how trying to do either would go. There's mismanagement at the top level. But i think the question of what the highest up people are doing and what the movement is about seem to me like separable questions. And local chapters of b l m, which are fairly autonomous, for years have been criticise in the kind of decisions being made at the top of that network.
