Is League Really Free to Play?

Because this is free to play, and there are characters locked behind money, effectively, like real money. It's possible that they just don't care enough to the point where people that get superserious in it will just constantly be buying those characters. People that are more casual will just, like, play with who they have and not really care. Yes, it also feels like like if you pay for it right now on a yearly basis,. Like, if you just paid, i think there's like a 30 or forty dollar founders kid or whatever o gets you most of the characters locked. Maybe all of mine, i'm not entirely sure.
