Domestic Violence - Is There a Boy Cried Wolf Problem?

Is there a, iun no, boy cried wolf problem here? I think it would be really wrong to interpret our finddings as saying, oh, ya, you know, that was a bunch of hullabloo about nothing. We don't find direct support, but it's certainly consistent that the drop in crimes partly did come from this expansion in financial resources.
