Stratum V2 Mining Pool Protocol

Spiral Brains and Others are collaborating on Stratum V2, trying to push the updated mining pool protocol live. Individual miners will be able to construct blocks themselves instead of depending on the mining pool to construct the block. I still believe we need a soft work around job negotiation in Bitcoin Core so that the full potential of the update can be realized.
